There are 9.4 million disabled people in England, accounting for 18 per cent of the population.

9.4 million people in the U.K. count yet are not being counteneced by the Conservative government.
Government is responsible for all its citizens and has a duty to represent them, not just the ‘hard-working’ ones as noted in Cameron’s Queen’s Speech for Working people. Who determines what ‘hard-work’ is? Anyone with a chronic illness knows that getting through one minute, one hour, one day requires enormous efforts I know of people who work harder in a day completing the task of getting washed and dressed that someone in The City does in one day at their office.
